Jo-Ann Cardinal is running for Council in Ward 8 in West Nipissing.
Jo-Ann Cardinal (she/her) has a professional background spanning personal banking, administration, political support, and quality assurance. She spent approximately ten years in personal banking and has also provided administrative support to an Assistant Vice-President, worked as a Political Attachée, and served as a Quality Assurance Manager. Through these roles, Jo-Ann has developed experience evaluating information, understanding financial matters, managing competing priorities, examining processes, and communicating about people’s concerns.
Why are you running for this position?
I’m running because I care about our community and want to bring an honest voice and accountable leadership to the council table. Residents deserve a representative who listens, does the homework, asks thoughtful questions, and follows through.
West Nipissing covers a large geographic area, and each ward has its own character, circumstances, and needs. A decision that works well in one area may create challenges in another. Council must consider how bylaws, service levels, and spending decisions affect each community, ensuring that every ward’s circumstances are understood while working toward the well-being of the municipality as a whole.
Those decisions affect everyday life—from road maintenance and snow clearing to waste collection, recreation, and emergency services. Residents work hard for their money, and they deserve careful decisions about how their tax dollars are spent. I want to scrutinize spending, ask whether services are meeting community needs, and clearly explain the reasons behind my votes.
My experience in banking, administration, political support, and quality assurance has prepared me to evaluate information, understand financial matters, and identify where improvements are needed. As a Gen X woman, I also bring a fresh perspective on life and politics. Having grown up before the internet and adapted alongside a rapidly changing society, I value practical experience while remaining open to new ideas. I believe council should be willing to question familiar approaches and adapt to residents’ changing needs through honest conversations, clear reasoning, and cooperation across generations.
I want to bring these skills and this perspective to council, ensuring that Ward 8 residents’ concerns are heard and working constructively with fellow councillors and municipal staff. My goal is simple: to make sure our community’s voice is heard, our tax dollars are respected, and council decisions reflect the people they affect. That’s why I’m running.
What do you love most about your community?
What I love most about my community is its people—their warmth, hospitality, and the way they make you feel you belong. I grew up in Sturgeon Falls and left when I was around ten years old. I returned for a year of high school before leaving again, never imagining I would eventually come back to stay. When I returned in 2023, I found the same welcoming spirit I remembered from my childhood.
I’ve reconnected with old friends, and in many ways, we picked up right where we left off. That sense of connection is something special. Sturgeon Falls has a distinct character, and I love how people find ways to bring life and fun to the community, create opportunities to gather, and make others feel welcome. Community matters here, and coming back reminded me how much that means to me.
What is one thing you would like to see your municipality do differently?
One thing I would like to see West Nipissing do differently is take a more location-sensitive approach when developing and reviewing bylaws. Our municipality covers a large geographic area, and residents in different wards do not all live with the same circumstances. A rule that makes sense in a densely populated neighbourhood may need a different approach in a rural or waterfront area.
I would like council to examine where consistent rules are needed across the municipality and where provisions tailored to local conditions would be more appropriate. That means listening to affected residents and considering factors such as population density, land use, access to services, and impacts on neighbouring properties. Fairness means taking those differences into account so that bylaws address the problems they are intended to solve and work sensibly in the communities where they apply.
What does good local government look like to you?
Good local government creates the conditions for people to live freely, meet their basic needs, and prosper. It respects people’s dignity and independence while fulfilling its responsibilities to the community.
To me, that means making decisions that recognize the importance of a roof over your head, food on your table, and the ability to earn a living and support yourself and your family. Council should carefully consider whether its decisions create unnecessary barriers to those essentials. Rules should serve a clear purpose, protect the community, and avoid unnecessary intrusion into people’s lives.
Good government also listens, explains its decisions, spends responsibly, and remains accountable to the people it serves. I believe every decision should begin with a practical question: how will this affect the people who have to live with it?
What is something about you that you would like voters to know that they might not learn from your campaign platform?
Something I would like voters to know is that I’m naturally curious and enjoy meaningful conversations—even when we see things differently. I ask questions because I want to understand how someone reached their perspective and what experiences shaped it.
I can be direct, especially about things that matter to me, but I also care deeply about people. I value honesty, and I’m willing to reconsider my own views when someone brings information or a perspective I hadn’t considered. To me, listening means taking the time to understand, rather than simply waiting for my turn to speak.
Beyond the campaign, I have a good sense of humour and enjoy connecting with people. You don’t have to agree with me on everything for us to have a worthwhile conversation or find common ground.
